Project Goal and Objectives
Work in the EAEU is a project run by the EDB Fund for Digital Initiatives to help create conditions for people to reside easily in the country where they work, thus strengthening integration within the Eurasian Economic Union by aiding the development of a common labour market.
Project Description
Work in the EAEU is an online platform to ensure one of the basic freedoms of the Eurasian Economic Union – the free movement of labour.
In providing services to its users, the project is integrated with individual EAEU member states’ information systems and external information systems.
One of the project initiatives is the Work in the EAEU mobile app and web portal.
Project Components and Processes
The app is already enabling EAEU and CIS nationals to access public sector and commercial services in Russia even before their arrival in the country:
- 1
Obtain documents necessary for employment
- 2
Find and respond to a job advert
- 3
Buy an insurance policy
- 4
Secure a relocation loan
- 5
Formalise employment
Development
The Work in the EAEU project was officially launched on 21 June 2022 at a meeting of the Eurasian Intergovernmental Council.
Work in the EAEU services are currently provided within Russia, allowing EAEU and CIS nationals to access public and commercial services when taking up employment opportunities in Russia. Negotiations are under way to launch similar services in other EAEU countries.
The Work in EAEU app allows users to check Russia’s entry restrictions and foreign nationals’ taxpayer identification numbers (INN). It can give access to an insurance record with the Pension Fund of Russia and enable individuals to apply to the labour inspectorate, request recognition of educational qualifications and apply for and receive a licence to work. It is also possible to search for and respond to vacancies posted on the Work in Russia website. The app has an employment guide and a list of Russia’s laws and regulations governing employment and migrant workers. There are also answers to frequently asked questions on labour migration.
Its commercial services include voluntary health insurance, residential and commercial property rental, airline and railway tickets, and SIM card purchases. New services, including notarised document translations, bank cards and international money transfers, are in the pipeline.
